For too long, Billings—Montana’s largest city—has lagged behind its peers in ice sports infrastructure. With only one seasonal rink, we lacked the capacity to support our community’s growing interest in hockey, figure skating, curling, and other ice sports.

Yellowstone Ice Foundation is changing that.

Yellowstone Ice Foundation is spearheading the construction of a state-of-the-art indoor ice facility in Billings. When completed, the arena will energize the South Billings Urban Renewal District, bring sports tourism dollars to the city, and strengthen the local ice sports community.

A Community-Driven Vision

Thanks to a generous $6 million donation from Signal Peak Energy and the support of numerous other donors coming alongside this impactful project, we have unique opportunity to:

  • Expand Recreational Facilities: Provide a multifunctional indoor ice facility catering to both enthusiasts and newcomers to ice sports.
  • Support Local Teams: Attract junior amateur and professional teams, enhancing programs in hockey, curling, and figure skating.
  • Boost Economic Growth: Catalyze transformative improvements in Billings’ south side, ensuring benefits extend beyond the ice rinks.

Jeff Bloomer, General Manager: 

Bloomer Color

Jeff Bloomer is the Signal Peak Energy Arena’s first General Manager. With deep roots in Montana hockey, Bloomer brings a lifetime of experience in ice arena management, coaching, and hockey development back home to where his career began.

Bloomer’s journey in ice sports comes full circle with this appointment. He started skating in 1978 on the outdoor rink in West Billings, then on the Yellowstone River during the construction of Centennial Ice Rink—a project his father, Al, oversaw as President of the league. Bloomer played in Billings through his youth years, competing at the state level and attending local schools.

After testing his skills nationally at Northwood Prep in Lake Placid, NY, and then competing for four years of NCAA Division III hockey, Bloomer transitioned into coaching and rink management. His career has spanned roles with the Great Falls Americans, the Billings Bulls, and the Casper Outlaws, as well as a 14-year tenure as GM/Hockey Director at Snow King Ice Arena in Jackson Hole, WY.

Bloomer’s expertise expanded nationally with leadership positions at NHL-affiliated facilities, including the Dallas Stars, Nashville Predators, Tampa Bay Lightning, and Phoenix Coyotes. He has managed multi-sheet arenas in major markets such as Dallas, Memphis, Jacksonville, and Phoenix, in addition to senior roles with professional teams including the Allen Americans (ECHL). Most recently, Bloomer served as GM/Operator of the Atlanta Icehouse in Georgia.

Now, he returns home to Montana to lead the new Signal Peak Energy Arena, a state-of-the-art two-sheet facility that will transform the region’s ice sports landscape.
